DRF @action：为资源添加非 CRUD 操作

将资源相关但不属于标准 CRUD 的操作建模为显式 action。

例如“归档一个项目”属于项目资源的动作，但不是普通字段更新。用 @action 保持它与资源的关系，同时单独声明方法和权限。

detail=True 表示 URL 作用于单个对象；集合操作用 detail=False。不要手动绕过 Router 绑定 action，否则 action 级别的策略可能没有生效。
